This is a Windows system file which was likely deleted by an
over-zealous antivirus program. I recommend seeing if the file is still
available in a quarantine folder, but if not, you may have to run
Windows Update or re-install your OS to get it back.
I suspect that many other programs aside from GWConnect will no longer
function with this component missing.
