I encounter this problem often.
My work around is the following:
control alt delete
left mouse click on processes
tab once and press letter e
until you hear explorer then
alt e
then say ok to dwarning that all hell will break loose.
then alt f
then press n
then type explorer.exe
and you should get read to end.

Okay, what am I doing wrong? I went into the verbosity settings and arrowed down to Browse mode, and tabbed around to where it says "read to end", and I checked the check box and tabbed to okay. So why is it still not reading to end?
