programs,find Internet Explorer,place a check mark for Internet Explorer,Ok.
Or, maybe you have to turn it off first and turn it on again in - turn on or
off Windows Programs by check uncheck mark.

The subject basically says it all. Access has been disallowed for my
internet explorer, and the icon has been missing from the start menu,
therefore, I can't access internet at all. How do I get it back?

and haven't got another computer.
