It's still in the "options" dialogue, but not all of the tabs seem to be
visible to W-E until you bring focus to something further towards the
right of the screen. I may not be representing the visual situation
correctly here, but if you left click on the furthest right tab that is
visible to you at the top of the screen, and then check if anything
further right becomes visible. Once you can left click on the
"advanced" tab, you should then see the "hot keys" tab. It does try to
hide, but it is there.
