Good Afternoon Anita:
the windows firewall (or any firewall for the case) won’t prevent any program from launching. Once launched, it can block the ports or the program effectively preventing the program from working.
There is a log go to your computer, alt menu, and go to adminiter, then go to logs, and you will see all kind of logs, and this will tell you if you are being blocked or if the program is crashing and why.

is there anything in the windows firewall that could prevent a Program from running after its been launched. Is there a log file or anything to use for troubleshooting? Since other programs work with no problem, I've come to the conclusion that its the Program itself or maybe a Windows update that didn't install properly.
