What you mentioned are actually 2 different actions. You can accept a friend request from someone else or you can send a friend request to someone.
Accepting friend request in SocialEyes is pretty easy. Go to view/Friend Requests, select the person's name and then tab to the Manage button and press enter. You'll have to sign into Facebook at this point but then you can confirm the friend request.
So far, I don't know of a way to send a friend request from inside SE.
