Yes. Someone from Skype explained it as a DirectX issue that effects
cards which don't expose individual inputs to the Windows volume
control. Most notably, cards from Creative seem to exhibit this behavior
most often.

I spent nearly two weeks trying to hack around the SkypeKit behavior,
but unfortunately results weren't consistent enough to be worth
releasing. This, along with the option to disable AGC, will need to be
implemented on Skype's end.
